Would I also be competitive if I apply to the School of Media and Public Affairs? Majoring in political communication. I know it is very competitive as a freshman. However, It now seems, after looking at my resume and activities, that I may be more suited to it.

You certainly have a shot at SMPA; however, the number of slots is very limited, so it is even more competitive than getting in to the Elliott School.

You should get in, GWU is heavy on the numbers (meaning weigh heavily on the SAT/ACT/GPA/Rank)...so if your SATs/ACT turn out to be competative - your ECs are good - so try some of the other top Journalism schools too.

I will have to disagree a little with ahoo2u, GWU relies not only in the numbers, but in the whole package, unlike many State schools. So make sure you keep up with your other activities, because GW reads the whole application

If I do apply to SMPA and am not accepted, do I still have the chance of being accepted into another program?

Yes- SMPA is a separate application, so you could be accepted to Columbian even if you don't get in to SMPA- I don't think you could apply to both SMPA and Elliot, though.

I think you have an excellent chance. My D had a lower ACT than you and she got in. In any case, you may as well apply. The worst they can do is say "no."
Seriously though, I think your numbers and ECs are well within their guidelines.
RELAX if you are freaking out this early in the process it's going to be a very long year
