What are the chances for Engineering for the following schools (out of state)?
UIUC, GA Tech, UNC-Chapel Hill, Michigan, UCSD

What other colleges are in the match?

Thanks.

Your GPA is fine and course load too. However, your ACT score is low for these schools and your SAT2 are so so. For UIUC and UMich engineering, the mid 50 ACT is 31-34. So you are far behind for that. For SAT2, they are not required for UIUC or UMich, but they are not really impressive for the engineering schools that required them. UIUC and UMich engineering would be reach for you even if you were in state.
Where is your home state?

Thanks billcsho. Will take ACT in Sept and hope to raise to 31. Kansas. Any suggestions for other colleges?

You should definitely try to retake ACT in September. Work hard now to prepare for it. How many times have you taken ACT? If you can bring it up to 30+, you may consider Wisconsin-Madison, Minnesota-Twin Cities, or even Purdue. I think UCSD is around that range too. For UIUC and UMich, you probably need 32+ to have a fair chance as oos student.

Thanks billcsho. Just took ACT one time. I know UIUC, Michigan, GaTech all have strong Engerineering programs, ACT 28 would be low. Do you have any suggestions for UT-Austin, Univ of Washington (Seattle), TX A&M, Pitt, Tulsa? Will those have better chances?

It is good that you bring it up. TAM would be a good match for you. UTA is very competitive for oos. The average admission stat does not look very competitive but it is mainly because of the in state students and many through direct admission.

I would add Purdue.
