I'm going to say slight reach for you. The average UW GPA for Maryland is much higher. Most of my friends had tremendously high GPA's (B+ - A+ avgs; 3.45ish-4.0). Of course, your SAT scores are right in the area that Maryland is looking for. It's kind of too late for you to raise your GPA, so try and write top of line admission essays. Also, the average student in Maryland was in the Top 5%-15% of their class. I'd say admissions for UMD is getting really hard. Admissions to Maryland as well as any other university are based on your stats as well as some luck. Both my roommates were in the top 10% of their class and had perfect GPA's.

Good Luck

I have said this before and I believe it. Has UMD sent you any mail... postcards, catalogs, etc. If they have, it's because they have done a prelim on your background via SAT/ACT and school backgrounds.
They may have also not sent to you because of what state you come from (NJ) has a lot of OOS, but NC doesn't. State does not play a factor in acceptance, just them wanting to get their name out.
Go to the site here college stats, and it will tell you your chances from a statistical point, not including ec's, but just numbers
