I don't really know what's a full IB diploma candidate. but i did get regents, and your stats are very similiar to mine. I had the same AP's, except i had AP English instead of AP chem. I only had 2 800's for satII. we have similiar EC's. i had minial community service. no research.
But i don't think it's something you can expect to get. for berkeley, all the candidates for regents are called to an interview. And only after the interview will they pick the winners.

Your SAT scores are a little above average for Regents candidates, so that's good, but your GPA is sub-par. IB diploma might make up for that. I think that it will come down to your essays and extracurricular activities. I've seen perfect scorers not even get invited, while people in the 21xx SAT range have gotten the award. I think the biggest weakness in your application is the lack of academic ECs - I feel that for the UCs, learning how to make a robot on your own (just an example) is seen as more impressive than being president of three clubs, unless those clubs have had a significant impact.

yeah
your ECs are a bit sparse.
Acadec is pretty hardcore and being captain will be a big deal, but that depends on how good your team is. what division are you in?

i don't think it matters how good your team is. I don't know how to build robots on my own. I don't lead three clubs, just one. I'm not involved in any academic team. the two sports i'm involved in are both not ranked anywhere. i didn't bring a rec with me to the interview.

the most important thing is how much you get out of your daily activities, what insights have you had from doing whatever you're doing; and also how well they think you will fit in berkeley. they love to see original thought in your essays, i think. and original thinking can come from the most overused topics; it doesn't have to be based on your trip to Nicaragua, or that one time you won nationals or something.
