Chances for rolling admissions pleasee

<p>Hey all, I'm doing this on behalf of a friend. He's a 3.64 UW GPA, 1970 SAT score, 800 in P and M2, he's a community service person (~250 hours), and on the soccer team. International student and in the top 5% of his grade. So would he get in? And how long does rolling admission decision take to arrive?</p>
