Will a eligibility index of 3520 be enough for Undeclared(Fremont School District)
Local Undeclared required 3300 last year.
Non-local Undeclared required a 3900 last year.

If i apply to non-local undeclared with a 3520 will my admission most likely be denied
It depends upon what the cutoff will be for this year. Each year it will change dependent upon the applicant pool, but if you are off by approximately 400 points, then probably yes you could be denied. Are there any other majors where you meet the cutoff you would be willing to apply? This would probably your best bet. You can still take courses in a variety of other areas since you need to fulfill the GE requirements for any major you plan on pursuing.
i was going to apply for chemistry-biochemistry since its ei is only 3500 and then switch to cs later but how hard would it be to switch majors?
Switching into CS will be very difficult. If you do not make the original threshold, then you will have an uphill battle to make the change later.

It is important to understand that though all majors are impacted, the admission threshold for each major varies, depending on the capacity of the major to take new students, and the number of students applying for that major in that term.
We encourage you to apply for the major in which you intend to earn a degree. Change of major is prohibited during the application and admission process. After you are admitted, change of major is never guaranteed and is by petition only. Your mandatory orientation, advising and registration will all be based on your choice of major.
