Chances for stupid person at Instate schools

Does having an above-average weighted GPA (low 4s) make up for having a below-average unweighted GPA (low 3s)?

For example, in the NCSU pool.. my unweighted GPA falls below the bottom 25% mark, my weighted is around top 30%.. and my SAT is well above the top 25%..
and i believe that my ECs are well above average.. and i did a lot of extra colllge work (correspondence, and in college, including independent study AP work)

the big gap between weighted and unweighted is explained by tons of AP classes in school and the low unweighted is explained by a horrible performance first semester sophomore yr on which i improved somewhat second semester sophomore yr and junior/senior year..

my rank is decent.. top 25% at competitive school.. the college rank average is much better, but most schools in my state are very uncompetitive..

So do you people think the weighted should make up for unweighted?

Do you think the following colleges care more about weighted more than unweighted: (and wat do you think my chances are)
1) UNC
2) NCSU
3) Elon
4) Guilford College
5) Duke
6) UNCG (my last resort)
7) UNCW (also last resort)
8) Wake Forest

And for out-of-state schools: (which i prob. wont go to since im not rich enough, but can u still give chances)
1) Johns Hopkins University
2) UMD-BC
3) UMD-CP
4) Swarthmore
5) NYU

any past experiences or knowledges of my situation??

don't you have a thread similar to this? I think you are reaching pretty far if your rank is 25-30%. Also what is your SAT score, i don't know what top 25% SAT score means.

SAT is 2050 (NEW)

SAT IIs - range from 670 to 790
three best: 790,740,710

what is your M V W breakdown

1) UNC- slight reach/reach (in state)
2) NCSU- match (in state)
3) Elon- match
4) Guilford College- dont know anything about it
5) Duke- far reach
6) UNCG (my last resort)- safety
7) UNCW (also last resort)- safety
8) Wake Forest- reach
1) Johns Hopkins University- reach
2) UMD-BC- match
3) UMD-CP- match/slight reach
4) Swarthmore- far reach
5) NYU- reach
