Rundown of my stats (Yes I know they are not normal CC stats)
GPA: 3.97
I don’t have any AP classes but that’s because I’m doing a dual enrollment program where I go to a college full time both for high school graduation and for my AA degree (which I will get before I graduate high school) Also I have taken hard classes like Calculus and engineering physics and I have a 3.95 college GPA
ACT: 27 Composite E: 31 M: 28 R: 23 S: 26 (Going to try to retake for a 28 since I averaged a 32 on the math section during practice tests but I have to focus on writing my essay so I won’t study too much. I already studied for 3 months and got from a 24 to a 27).
I am a senior this year so I am super worried about colleges

OOS admissions to UT or A&M are very difficult because the universities have a mandate to admit all the top students from in-state first, then to admit Texas students who meet certain academic guidelines. Once this has been done, few slots remain, and they’re divided between athletes, OOS students, and internationals. In short, you may apply, but results are really unpredictable. A 28 ACT will certainly place you at a disadvantage compared to some other OOS applicants. In addition, you’re unlikely to get any financial aid, so do you know for sure that your parents have 50K/year for your education?
What do you like about A&M? There may be universities that share some characteristics that are easier to get into from OOS.
I’m looking for a big school <15000 people that has an excellent engineering program with amazing job prospects. I heard a lot of CEOs from fortune 500 companies attend A&M. I want that kind of school. Also I want to study engineering.

Lots of universities fit that description and most would not have the OOS restrictions that TAMU has.
For example, if you don’t need financial aid, Penn State was named #1 for recruiting by business leaders.
UAlabama Tuscaloosa is located near the second largest research park in the US and they have amazing scholarships for engineering students (full tuition, stipend, honors college, honors housing if you have an ACT 30) in order to encourage them to work there.
Purdue has excellent industry contacts. UMinnesota Twin Cities is located in a city with a booming economy and among the most Fortune 500 headquarters.
None of the above universities would have the restrictions that TAMU has and all would offer what you want.
