and they both have the SAME exact STATS
same SATs, GPA, extracurriculars...etc
but the ONE thing they differed in is: when they applied... on the application person A checked off that ENGLISH IS NOT HIS NATIVE LANGUAGE.....
now who has a better chance at getting into that college

<p>English is not my native language, but I don't have to take the Toefl, I actually called the admissions office and asked... they said that I placed out of toefl since my verbal sat scores are high.
But to answer your question, if person A is minority, that could be of some help, I would think</p>

I'd call admissions and ask just to make sure.
I bombard them all the time with calls about every little thing, they practically know me by name.</p>
<p>sexy123, If you are educated in a US high school, chances are you don't have to take the TOEFL. However, if you are educated overseas, even if you are a citizen and a native speaker, some colleges may still require you to take the TOEFL.</p>
<p>You can usually get that info on the college website. You can call admissions if you want to be safe.</p>
<p>Exceptions to the TOEFL rule are generally: The United Kingdom of Great Britain and Northern Ireland, Canada, Ireland, Australia, New Zealand, and the assorted dependancies and territories thereof (Gibraltar, Pitcairn, British Virgin Islands, etc...)</p>
