I'm looking to transfer into the College of Arts and Sciences in the Spring. What are my chances?

Current University: University of Rochester, Class of 2010
Major: Chemistry
GPA: 3.81
Chemistry coursework: Placed out of general. Took: Honors Organic I,II +lab, Inorganic, Physical I, II, Analytical lab, Advanced Organic at the graduate level
Work: TA for Honors Organic Chemistry sequence, 3 semesters at time of transfer
TA for standard Organic Chemistry sequence, 1 semester
Might TA Organic laboratory for 1 semester for remaining semester
Research: 2008 University of Michigan-Peking University chemistry research program in China, netting a paper in the field of organometallic chemistry.
Will probably be doing research at UR in the Fall.
EC: Dance Night DJ for joint UR/WXXI radio station that broadcasts to the city of Rochester.
Member of the International Living Center, which focuses its events on diversity related informative events and community service.
Token white guy in the Chinese Students Association.
Member of the chemistry council. We put on shows and have chemistry jeopardy.
Recommendations: I can get very strong ones from my organic chemistry professors, ones toting leadership ability from the professor who heads the TA program, and of course from my research advisor in China.
Awards: Dean's list, 4 semesters

High School Record (by now I have forgotten most of it)
GPA: 3.7
SAT: 2140
Class rank: within top 10%. would have been better if they didn't freeze ranking senior year.
APs: 5s in the sciences and calculus, 4s in economics, english, US history
Awards: American Chemical Society award, LI subsection
Outstanding High School Science Student Award from Science Teachers Association of NYS
Top Science student award from my High School
Principle's award for Chemistry

Some college while in HS: Stony Brook University
GPA: 4.0
Coursework: Introduction to Calculus, Calculus I
Attended because my high school thought I was too young to take calculus.

At any rate, I originally applied for undergraduate admission but was rejected. In High School I didn't start doing well until the middle of sophomore year, leaving me with the negative weight of poor grades from 8th, 9th, and half of 10th to hinder a stellar record as indicated by the awards I obtained senior year. However, in my time at Rochester and in my research experience in China, I've managed to make a respectable mark.

Unfortunately, UR's office of the bursar and financial aid office cheated me out of grant aid in the middle of sophomore year, significantly putting me in the hole and leaving me dissatisfied, which has also affected my academic performance. My organic professor/advisor indicated that, although they wouldn't like to see me leave, Cornell's stimulating environment and research opportunities would be a good place to seek admission given the mistreatment I've received by these offices.

If anyone has any advice for improving my chances, please share.
