I essentially threw away a lot of high school and my GPA is around a 3.65.... awful... but I'll probably finish high school with just under a 3.8. I'm a senior this August.

My GPA in 9th grade was a 3.5, 10th grade was 3.6, 11th grade was 3.78

Rigorous schedule - plenty of AP classes.

All together, I would have taken 10 AP classes in high school.

I want to go to UC Berkeley to study psychology and music... I know I my chances of getting in are closer to slim, but I feel as though I should still apply. It's basically my dream school and I should have taken high school more seriously.

The average GPA of incoming freshmen ranges from 4.16 to roughly 4.37... mine will be roughly 3.8.

Plus I'm from out of state, so that makes it all the more difficult to be accepted.

If I'm not accepted, should I just bust my butt freshman year and apply as a transfer student.

The average GPA of transfer students is 3.77

If that is weighted GPA then you have next to no chance of being accepted. Have you taken the SAT or the ACT yet? Would your parents be able to afford OOS tuition?

I know that my chances are very slim. I still want to apply. Yes, my SAT was a 1660 (I didn’t study at all). The average SAT is 1800 to 2200. If I study, I’ll probably get above an 1800. My father is a veteran, so I get a lot of money from the government.

By all means, apply to UCB, but I’d advise you to not put all your hopes on it. After all, it’s just one school, and there are a lot of other good schools. How about UCLA? It’s not at the same tier as UCB, but it’s still a top college.

Very very far reach. I think you should start looking at some other schools that you know you can get into. Just because a school isn’t named Harvard, Berkeley, or UCLA doesn’t mean its not good.
