UC’s are very GPA focused and your UC GPA is below the averages for all the UC’s on your list. ACT is on target for UCI but worth your time to retake and aim for a 30+.
LOR’s are fine, but UCB has been the only UC accepting them starting last year and only by invite.
Since you are not specifying a specific major, I would say:
UCI: High Match
UCSB/UCD: Low Reach
UCSD: Low Reach-Reach
Compelling essays will help you along with your EC’s. Are you applying to a “uncommon” major and then plan to switch? If so, be aware that many majors are impacted/capped so switching may require a high GPA in the Pre-req courses to switch.

If you plan to change majors, research what is needed to get into your preferred major. It is particularly difficult to switch into the capped majors at UCSD, think College GPA of 3.8+ for Pre-req’s:
