chances for UC Davis/UCLA/UCSD/UCIR?

<p>-I'm from NY state (non-Californian resident)
-Asian
-UC gpa of 3.875 (as out of state, I was not able to include honors classes, only APs, otherwise it would have been 4.2)
-Unweighted gpa of 3.67
-ACT composite of 29 (retaking)
-EC's: president and founder of book club, chief editor of yearbook, about 100hrs of volunteer at rec center, officer position in Raise and Give</p>

<p>AP World History:4
AP Bio: 5
AP English Lang and comp: 4
all honors from sophomore to junior year, 4 more AP classes my senior year. Heavy course load for soph/jr year - I had to cancel my lunch periods..</p>

<p>additional questions:
-I know my UC gpa is low because I was only able to add 3 extra points for the AP's I took in gr 10/11..what is the average UC gpa of OOS students?
-Can I just send in ACT score and not the SAT? How will this affect my chances? My first SAT score was only 1860 and I really don't want to take it again.
