Chances for UCLA and Berkeley?

Hello,

I'm a public school student looking at applying to UCLA. My weighted GPA is 4.5-4.6, I'm 12/600+ in my class, all AP/Honors courses when available, treasurer of NHS, section leader in band, orchestra, wind ensemble, theatre orchestra, 3 years of track, fellow with the Obama campaign, and ~135 hours of community service. I've also gotten a 4 on both the AP US history exam and the AP Macroeconomics exam and received a scholarship reward for concurrent enrollment at no cost from a local college.

The main problem however is my SAT scores. The second time I took them, my combined score dropped by quite a bit.

Round 1 (Spring 2012):
Reading: 640
Math: 670
Writing: 670
Combined: 1980

Round 2 (Fall 2012):
Reading: 710
Math: 580
Writing: 620
Combined: 1910

I'm planning on taking the test again in December (after some heavy review) and I'm also taking the SAT II on the 17th (because of Sandy). I'm looking at applying to UCLA undeclared to L&S and undeclared with business interest at Berkeley. What are my chances looking like? Thank you!

While I am here, any other colleges I should be looking at?

You said it yourself! Your SAT Score is the problem here. Cant seem to find any other faults with your application! Your GPA (And Class Rank) are pretty good. You have ECs that are good enough. So I’d say that if you manage a ~2100 then you have a pretty decent chance at UCLA and UCB. So go ahead and prep up!
All the best!
