I would like to go to ideally UCLA or UC Davis. I know my EC’s and GPA are weak but there is a huge upward trend.

UC’s are very GPA focused so increasing your ACT of course can help but it is all about the whole package. GPA/Test scores/HS course rigor/EC’s and essays along with just the huge # of applicants applying to the UC’s. You have also not stated your intended major. The more competitive the major, the higher the stats need to be.
