Chances for University of Michigan College of Engineering?!?

I live in Michigan, and I've always considered U of M CoE to be an option for me, but I just read that its admissions rate is 20%, so I'm kind of freaking out.
Brief overview of my highlights/basic info:
-GPA unweighted: 3.92 (A's in math and science since forever... only ever had B's in history...)
-ACT: 31, but a low science score of 27 (should I retake it in September because of this?!?)
-I attend an inner-city International Baccalaureate high school in Grand Rapids that's ranked as one of the best in the state (albeit by US WORLD NEWS REPORT LOL but it's still pretty renowned).
-Currently in the IB Diploma Program, so taking IB everything
-Allstate experience on two instruments: jazz guitar and orchestral trombone
-TONS of other extracurricular music stuffs... But I guess my ECs are almost exclusively music-related... :/
-Roughly 100 hours of community service

Yeah, it is getting very competitive at UMich CoE these days. It was still 30% admission rate last year and it went down to 20% this year. I wonder what would it be next year. However, I think you still have a good chance as an in state student although you may want to improve your ACT if you have time. Currently you are right at the 25% for ACT and near average for GPA. It should be a high match for in state student like you…

Thank you so much! What do you mean by a “high match?” Would you suppose my odds are 50/50? 70/30? 30/70?
…and that 32 median ACT score has me concerned a little bit…

I think it would be somewhere around 30-40% chance.
