Chances for University of Minnesota and BU?

I have a friend who's applying to University of Minnesota - Twin Cities, but she recently saw a post on here with almost identical stats getting rejected. She's only applied to UMN and Boston University ED.

Her stats:
ACT: 28
GPA: 3.69/4.00 Unweighted
Top 18%
Is taking 4 AP Classes this year

Extra Curriculars:
TAILS Humane Society volunteer, Band, Amnesty International, Independent art history and linguistics studies, Model UN

Do you think she's a shoe-in for Minnesota--atleast has a very good chance? I do, but she's kinda freaked out.

(if you could project her chances for BU too as well, that'd be great)

Is your friend applying as an out-of-state student to the U of M? If she is a Minnesota resident (or a resident of a state with reciprocal tuition agreements), her stats are just fine.

A more pressing question is when she applied and for which semester. The U has rolling admission -- first come, first served. If she applies before 12/1 for fall semester 2007, there should be no problem. If she is applying for Spring 2007, it depends on how many openings are left.

She's from Illinois. I don't know if that makes a big of difference than if she was applying from, say, California. She sent in her application in mid-October, for fall 2007.
