Chances for UT Austin music and psychology?

Here's a breakdown of my resume:
It sucks.

Entering high school, I got some serious shock in freshman year, and as a junior I'm in the top 50% as a result. I am quite aware that UT looks closely at ranks, so I'm quite worried. (And I know they don't look at the school I go to- my school is well ranked.)
My last SAT result was a 1996, although I will be taking it twice more.
I have entered several clubs, but not particularly important ones, which I regret, because I was eligible to enter the National Honors Society.
However, I have a background in music and I enter competitions often. I've played cello for about 12 years now, and my music resume is very strong.

However, I would much rather major in psychology. I can play cello well, but it's not enough to be able to excel in the music world.

My question is, will I be able to get into UT for a psych major or should I play it safe and get in the music school- and if I do, will they be more likely to overlook my less-than-impressive school resume?

I know that there's other colleges, but I'm unwilling to go to other schools and my parents can't afford to send me to anything out of state. Ever since freshman year, I've been making better grades but that year has crippled my GPA. I make all A's now, but I'm afraid it's not enough...

Help!
