Chances in Transferring to Rice or Cornell with low GPA

I was wondering if you guys could help me decide if it's even worth it for me to apply to Rice and Cornell with my average stats.

I'll be a junior transfer applicant from Vanderbilt University with a GPA of 3.4-ish. It's only because my first semester's GPA was 2.7, and my other semesters were 3.6 and 3.9. I also did a semester abroad at University of Sydney.

Some volunteer. Some clubs. Female minority background. Major in political science and economics. Work at various jobs concentrating on tutoring and child development. Think I'll get average recommendations.

Went to public high school with a 3.97 GPA, ranked top 2%. SAT: 1310.

Reason for transferring: looking for diversity and more developed major.

Oh, also an immigrant and have been in the US for five years. I don't know if that'd help anything.

Thanks for giving me your advice!
