Chances Instate vs OOS

Since 51% of those admitted must be in-state students, wouldn't in-state applicants have a huge advantage and have an easier time getting in? I'm assuming the high average SAT is from the super competitive OOS/International applicants while the average of in-state applicants is much lower.

Usually that is the way it is. In California schools and Virginia public schools their requirements are much higher, around upwards of 80 and 60 something percent in state respectively, so it makes it more competitive for OOS applicants.
