My mom also works at the University of Pennsylvania Hospital and I have an Alumni Interviewer writing a recommendation letter for me.

Penn accepts just about the lowest percentage of students not in the top 10% of any college–just 2%, including all athletes, URMs and legacies. That would make chances highly unlikely without a major hook.

I would pull up rank and scores and apply RD.

If Penn is your top choice, I think you have a decent shot at getting in. Your ACT score and course rigor are right in Penn’s league. Is your Mom a university employee? That should help.
I doubt that your HS recalulates rank during senior year, so I don’t see the advantage of waiting for regular decision. Penn accepts a large percentage of the freshmen class ED. I think that your chances are better if you apply early.
