Chances of being admitted into University of Washington - Seattle?

Okay, I've currently started my senior year of high school. I've been considering applying for University of Washington because I think It'd be cool to study in Seattle, and I'd like to earn a masters in Urban Planning.

My Current Unweighted GPA is a 3.3. I plan to get good grades in senior year to boost this up.

My SAT score was a 1680 (520 in Math/ 570 in Writing/ 600 in Reading) I plan to retake it as well as take the ACT, which I heard is different and that UW accepts.

For extracirriculars, I've done a bunch of assorted things.

9th grade year I was backstage crew for the school play.
10th grade I worked for my local library.
11th I took a semester class of MUN and Yearbook, since they were't clubs at our school, and was also apart of the Art and Manga Clubs.
I was in the School Band for 3 years. (7th, 8th, and 9th. I got out because we got a new teacher and he sucked)
I plan to soon take Guitar lessons.
I'm bad at extracirrulars because im shy, but I'm trying.

As for classes:
Honor World History 9
World Literature 9
Honors World History 10
World Literature 10
A.P. United States History in 11th (Passed with a 4)
and Will be taking A.P. Literature 12
I currently am taking spanish 4, (So I'll end with 4 language credits)
I'm currently taking pre-calc (ending with 4 math credits)
and I'm taking enviornmental science (ending with 4 years of science credits)

*For most of My classes, I generally had B's, with some A's and a couple C's. I generally got A's in my honors classes, while C's in my Math classes, sometimes B's.*****

I know my chances are great. But I'd like to know with these stats, what are my chances of getting into UofW, and what could I do to increase those chances?

Edit: I know my chances AREN’T great, but I’d still like to know my chances of getting in.

2nd Edit: The 3.3 is my accumulative GPA. I do not know what my unweighted GPA is.

@InternetJunkie‌ Your chances of getting in is very low when just looking at your GPA and test scores. Every year UW is becoming more and more difficult to get into, but don’t be discouraged. Your OOS status will give you a better chance than in-state students with similar statistics. I can tell you that I’ve seen some people getting in with very low GPAs and test scores out of high school. I had better statistics out of high school than you but got rejected (in-state). If you do get rejected, write an appeal, I’ve heard that it’s pretty successful with UW. Good luck bud.

TIPS:

Essay should be the best paper you’ve ever written.
I would try and get 1800-2000 on the SAT to be “more” competitive.

My son had significantly higher stats than yours, and he was waitlisted. He did not apply to any “impacted” department, either.
