Chances of getting into a good grad school

I have an undergraduate degree in International Relations from a university in a developing country

I graduated with a 2.8 GPA

I want to do my Master of Arts in environmental studies.

I am currently enrolled in an environmental management Graduate Certificate Program

I am in honours standing in this program

I am on track to have my research published in a peer reviewed journal.

I have taken the GRE examination and scored 160 math 165 verbal

I am involved in various extra curricular and voluntary activities and

I am doing an internship with the government

What do you think my chances are of getting into a grad school where my undergraduate GPA does not meet the minimum requirement?

What grad schools are you aiming at, will help. I am guessing really prestigious grad programs will say no solely on GPA. I was looking through grad schools and the more prestigious programs had their GPA min or avg at 3.5 and I think 2.8 → 3.5 is a huge huge difference they can’t just overlook.
