Chances of getting into a university music program?

Hi, I'm a senior in high school and I realize that I would really like to continue participating in a music program through college. However, I am unsure of whether I will be able to make it into a band through an audition process. My main instrument is oboe. I learned to play in 6th grade, and have been participating in my school bands since then (so about 5.5 years). The main issue is that I don't practice as much as I probably should, I've never been in/or auditioned for an honor band. I am a decent player, though I stink at sight reading. I don't know how to make my own reeds and I only own a beginner's oboe because I haven't had the money to upgrade to a professional model, meaning that I have a limited range. I had private lessons for about a year and a half in 7th grade. I'm afraid that I am not good enough to be a in a university band, especially since I feel that my high school music program hasn't given me a good foundation for music. But maybe I'm overestimating how difficult it is to get into a college program. I may not be the best player, but I am passionate about music, I can never imagine not playing oboe.
Do you think that college music programs will accept me even if my audition is not top-of-the-line? Will they understand that I am willing to work to improve? Or do colleges require that you are already an excellent player to get into music programs?
Thanks!
