Chances of getting into CSU or UC?

<p>Hi guys, I'll just briefly introduce myself. Also, sorry if this post is a bit too long and complicated. I am an international student currently attending a CCC with a computer science major and I am looking to transfer to any CSU or UC and if possible the better ones. I am stressed out by my current situation, this is my second semester and I didn't do so well in my first semester, obtaining a 3.45 GPA. In fact, I might drop that down to a 3.2 this semester and the reason being for the low GPAs are because I am currently suffering from a condition similar to heart tachycardia, although it will be treated soon before the start of the summer semester in which I look forward to boosting that up. So:
1. What do you view of my chances of transferring to any of the regular and better CSUs (UCs too)?
2. Also, I am currently attending a CCC in Orange County which is the service area for CSUF and probably UCI. If that is the case, even if I am an international student, will they give preference admission towards me?
3. If I get a 4.0 for my major GPA, will that matter more for admission than my current GPA which is currently only composed of IGETC classes?
4. Finally, (this question is specifically for UC admission) I am looking forward to self-studying computer science once I get treated and probably will get involved in the Computer Science Club as far as I can think of right now. If I can manage to get an app in the Google Playstore or in the Apple Store, how much of a boost is it going to be for getting into UCs? I cannot really help but wonder because I haven't found anyone who have done so or am I not looking into the matter hard enough?</p>

<p>Oh, and I currently do not have any extracurriculars due to my condition. I am aware that CSUs don’t care about extracurriculars (if I am wrong please correct me) and so it wouldn’t affect my chances. But if I am looking forward to a UC, what kinds of extracurriculars would you guys recommend? And can that self software-development be considered extracurricular?</p>
