Chances of getting into Rutgers again for a different grad program

Hi Im new to CC and have some questions. I have a long story but stay with me.

I started my college career at a community college in 2007. In 2009 I earned my AS in biology with a 3.1 GPA. From there I was accepted into Rutgers for Ecology. I had only spent one semester there as I had to take a medical leave of absence in 2010. From there I went back to the community college where I took some more courses to stay full time in school for health insurance purposes and I had struggled in two courses due to medical circumstances and it lowered my GPA to a 2.94. However, this was after the fact that I had graduated. From there I decided to pursue a previous interest in psychology where I went to William Paterson University and earned my BA with a 3.0 GPA in the Spring of 2013. While there I started a research manuscript with a published professor. I applied to Rutgers again but this time for a masters in clinical social work. I am currently at Rutgers in the Social Work program and should have a 3.5 GPA at the end of my first semester. I am also heavily involved in writing that paper I mentioned that will be sent for publication. I am coming to find out that social work is not want in a career and i do not have as much passion for it as I do for cognitive/bio-psychology. I am looking to apply to Rutgers Newark for a Ph.d in cognitive/perceptual psychology for the fall of 2014. I have taken my GRE general but did not study and did not do as well as I had hoped. I am going to schedule for them again and the psychology subject. My question is- Do I have a chance at admission into a Ph.D at Rutgers given my background. I will have also taken grad level statistics by the end of next spring.

Thank you, any input is appreciated!
