I am a non us citizen , been living in Ohio for about 8 years, attended school here since 3rd grade.
I’ve seen kids with 3.5s and 1700 SATs get into Texas A&M in state. I have no idea how OOS is going affect the admissions, but top 25% with a 30ish ACT would give you at least a shot. I would apply. Just curious, are you URM? Also I’m pretty sure this is getting moved.

Looks like your class rank is just outside the top 25%, so you would not qualify for automatic or stats-based admission even if you got your ACT or SAT score up. You would be under the “review admits” for what are probably only a few remaining spaces at the school after the automatic or stats-based admission categories have been admitted.
Very unlikely considering you are out of state and have low stats
