Chances of OOS tuition waiver?

<p>I'm a current senior. I have a 33 ACT, rank 2 of 425. Gpa 4.0 unweighted. I'll have taken 6 AP's by the time I graduate. Didn't quite make the cutoff for National Merit, but I'm a "Commended Scholar" or something like that. I'm taking a gap year with Rotary Youth Exchange next year, so I'm not applying till this summer. What are my chances?</p>
