I just wanted to know my chances of getting into one of the top schools in the nation, ivy's. I am entering my junior year in high school and my grades aren't that great. I have around a 3.1 GPA but if I do well in SAT, Junior Year, AP Tests, and SAT II will I have a good chance of getting into these schools? I am a nationally ranked golf player who's done well in some AJGA events and other national/regional events.

Try to get your GPA to a 3.4-3.5 and get the golf coach to put a very good word in for you.

Agreed. Which would mean straight As your junior year and 1st semester senior year.

Frankly, I think your sights are set too high given that most viable students who are applying take on successively more difficult classes their Jr and Sr years. You’ve shown yourself to be a 3.1GPA student. That usually does not transform into a 4.0 student for the later semesters.

Most ivies (and I believe Penn include) have a requirement of a minimum 3.5 GPA for athletes.
