Chances of Transferring to UPENN CAS

I’m a rising 2nd year student at Emory right now and my GPA last year was a 3.3, but I plan (hopefully of course) to get it up to a 3.5-3.6 by the end of this next year. I plan on going to medical school but if I transferred to Penn I would major in Economics. My one major EC at Emory was club ultimate, I put in 10-15 hours in that every week but this upcoming semester I plan to do some work with volunteer Emory and other various organizations. My high school stats were: Top 15% in my class of 700+, 4.25/4.5 GPA, 1500SAT (780M,720V), 780M2C, 700Bio, 680Writing SAT2’s. I applied Early Decision to Penn as a freshman but was rejected flatout. If I got my grades up to a 3.5-3.6 would I be a competitive transfer candidate for fall of '06? Thanks in advance.

bump, anyone?

i'm not sure but isn't 3.5ish still a little low?
and perhaps you should get involved a little more.
