<p>Your weighted GPA is kinda low compare to UC freshman that were admitted. I think you are within reach because of all of your ECs. For your SAT score, SAT I seems fine. For your info, freshman that were admitted had an average of 4.26 weighted GPA and 3.83 unweighted GPA.</p>

Anyways, I had around the same gpa as you and i got reject from Cal and accepted everywhere else. Don't sweat your gpa too much if you're a senior cause there's nothin you can do about it. Work your SAT's to at least 2000 and about 700 for SAT2's. Also, UC's don't accept letters of recs. You are almost guaranteed at UCI, UCD, UCSB, and the others. SD and Cal may be hard but POSSIBLE!!</p>
<p>Improve that SAT I or take the ACT (DO THIS) if you still can. Appeals to UCs are a tricky process. Each campus has a separate appeals policy with Berkeley and LA the only ones that have some admissions slots guaranteed to appeals applicants.</p>
<p>I've found the PDF file for an outline of the appeals process dated from 2004, the latest I could find. This has all the appeals info you should need though UCSC is missing.</p>
