Also, do I have to submit my high school transcript?

Being out of state is not such a disadvantage these days with the UCs trying to make up for lost revenue from state budget cuts with the much higher tuition that non-residents pay. The problem is that UCB and UCLA, like the other UCs and CSUs, are required to give the highest priority to transfers from California Community Colleges and lowest priority to transfer applications from students who are already at four year colleges. The UCs have traditionally accepted about 10% of out of state four year college transfer applicants but that number could rise because such students are so profitable at a time when public higher education in California is under tremendous financial pressure.

I would apply but as the other users mentioned being OOS is definitely a disadvantage. I would apply but I would not select UCLA or Berkeley as my number ones. Make sure you have back up schools. Additionally, I believe your GPA is below the average for Berkley and UCLA’s Business Economics/Economics.

Have you also made sure to have taken the required prerequisites?
