Chances? University of Washington - Seattle

I'm currently a junior and planning my schedule for senior year.
GPA: unweighted - 3.8

APs/honors total so far:
AP US history
honors world history
AP Macroecon
honors english 9, 10, 11

next year:
AP or DE English 12
DE Teachers for Tomorrow
AP gov't and comparative politics (2 AP tests in one course)

Extra curriculars:
Color Guard/Marching Band since 9th grade. captain or co-captain next year.
Chorus this year
French Club
Leo Club (service club) Public Relations officer last year, Vice President this year, President next year

Here's the catch - My dad is in the military and my residency is in Washington, but we had to move to Virginia, and I've been in a Virginia High School ever since 9th grade. I'm worried this will hurt my chances!

My strongsuit is in foreign language and social studies. I'll be in French 4 and Chinese 2 (I have to take Chinese virtually through the school) next year. I've applied to a prestigious governor's language academy in Virginia, where only 30 applicants are selected for the Chinese academy, though I haven't found out whether I've made it or not.
ACT scores will be in next month!

Any suggestions for improvement?

I don’t get why it would hurt your chances, if you moved in 9th grade? Your grades and ECs look strong enough, although taking more APs and getting more active outside of school (since all of yours look intramural, or inside school, rather). Where are you aiming?

whoops… forgot to add honors bio.
What do you mean by “where are you aiming?”
