I know that my GPA is low, but I want to know if my SAT score would balance that. Also I'm 1st generation hispanic (Cuban/Peruvian).

It’ll be close, your SAT score is good, but not so extraordinarily good that it would cancel out your GPA. You have a good chance if you apply to a non-engineering program, but engineering is a bit of a reach with your GPA. I’d say your best bet right now would be to retake the SAT if you feel you can substantially improve your reading score, and start really working on your English and Spanish classes. Those Cs do not look good.

I did the math and it turns out my weighted GPA will be 3.62 by the deadline, do you think that will make any difference?

Yes, you should be good. Of course one never knows for sure.
