chances: UPenn or Stanford

I am planning to apply to these two schools:

UPenn: Jerome Fisher Program (Management and Technology)
Stanford: Engineering

Please let me know the chance of getting into each school
for early action/decision. Or do you have any other option that
would serve my career? (I wanna be a consultant lawyer with

concentration in engineering.)

international applicant
GPA: 4.1/ 4.3(weighed) rank: 20~25%
(very competitive, small private school)
SATI 2280 SATII Math IIC 800, Physics 800 Chem 780
7 AP exams (two 4s and five 5s)

good ECs, including the student organizer of the international conference
and the president of the school environmental club.
(prolly my EC is the strength of my profile.)
good achievements in environmental science (1st place, national)
physics (3rd place, national), and music competitions.

I am very concerned about the GPA because I got Bs in science and math subjects considering the fact that I am applying to engineering departments.

20%-25% class rank, wow... Sorry, that seems a bit high, doesn't it? Sorry you cannot get in with that rank, even if you give the excuse that you come from a "very competitive, small private school"

I'm sorry, maybe apply to WPI or RPI or georgia tech, you have no shot at ivies.

Some people have gotten in to Stanford who are not in their classes top 10 % but they're considered exceptions and are not very common sorry.

I think it would be easier for you to get into Stanford's program.

If you apply ED I think you will have a chance. But your rank will hurt you.

My school has a good reputation that almost equals the top schools in the states. For example, 40 out of 44 people (total) got into top 15 universities this year. The remaining four got into UC Berkeley. So I don't think I am strictly bound to my GPA.
Other opinions?

^ that's good then :)
