Chances When Applying After Priority Deadline?

I was confident I could get into UMD, but due to financial issues and heat from my father, I did not apply as soon as I could. He instead wanted me to set my eyes on Montgomery College. My sisters who currently attend there discouraged me from choosing MC over UMD, so I started the application to get into UMD. I’m 2 days past the priority deadline now, and I don’t know how soon my teachers and counselor will submit their rec letters.
-I came here from Africa last year and currently have a GPA of 3.2
-Took SAT twice:
==June 2015–> | Math: 500 | Reading: 530 |
==Oct 2015 --> | Math: 600 | Reading: 590 |

I don’t know how well those scores compare to other applicants, but I’ve read from several sites that applying after this deadline greatly reduces your chances of getting in. I’m really confused here.
Is this a strategy to get many more applications, or it’s really true?
Does all this hurt my chances of getting into UMD?

The priority deadline acceptance rate is 56% and the widely known rate is 47%. I believe this is an average of the two so after NOV 1st is 38%.
