<p>parikhs- they should consider your ACT over your SAT if it is "higher" since they clearly state on the website that you can submit either the SAT and 2 SAT2s OR the ACTwith writing.
My DD submitted both (her ACT was 28 too) although her SAT was higher because she did very poorly on the SAT2 and is hoping they will take the ACT in lieu of them (as stated on the website).</p>
