GPA: About a 3.5 (not sure, avg is 85-87% which is a solid A in Ontario, Canada)

I'm looking to enter Computer Engineering. Do I have a shot?

Your SAT is slightly above the mean for engineering. UIUC puts more importance on class rank than GPA so can you give that? If it's above the 90th percentile, then I would say you have a high chance of admission. If not, your EC's coupled with well-written essays should still give you a good shot.

Edit: I just noticed i didnt really answer your question...and to be honest, i guess i've never known what it means. I remember reading once that the college of your major can make a recommendation on whether or not to admit you, but they themselves can't admit you, only admissions office can have the final word...so maybe it just means your college did review you and recommend you instead of the admissions office admitting you right away?
