Russia certainly can be called a North Asian country. It's usually referred to as an Eastern European country, though. Either way is acceptable since no body of water separates Asia from Europe. The designation is mostly historic.

If you don't want to call Indians Asian, do you want to call them European? White?

Well aside from a heated argument of the status of Indians in Asia...

You have a really high chance of getting into Tech easily, but PS might be a little harder. Definitely take the SAT and or the ACT again, and maybe bump your grades a little higher. I applied to Tech with a 2130 SAT, and a 33 ACT and I was still on the lower end of the PS applicants. Don't let that deter you. The program is amazing and definitely try out!
Tech does not go out and officially state that they do Rolling Admissions, but they do let you know early if you applied PS (around November or so).
