OK, what are my chances for:
University of Michigan
USC
Mich State (safety)

...if I have a 3.8 GPA (UW), tons of honors/AP, leadership, lots of ECs, a legacy at Michigan, a 26 on the ACT, good teacher recs, solid essays, and tons of band-related accomplishments? Also, I applied early to Michigan, and it is an in-state school, if that helps at all

You're not putting enough information here, although that 26 ACT and 3.8 GPA aren't going to get you into either of your nonsafety schools without some pretty good SAT IIs and solid EC's. You have a good hook with your band stuff but you should see the way other people post; they put everything.

Band accomplishments are usually meaningless unless you send a recording of yourself to the school. (As a musician, I know so many people from my high school who looked great on paper and couldn't play. Adcoms aren't fooled, but then again, if you're good, send in a CD/tape.) Your GPA is very solid, but try to get your scores up.
