Chances

What are my chances. I am out of state and i have a 3.1 with a 25 on the ACT. I come from a very competative HS

No one cares if you come from a competitive high school. It doesn't fit into UT's formula.

You also have not given a class rank. UT does not use GPA, they use rank to determine admission.

Your ACT score is also on the low end for any admitted student, but particularly for out of state. The average SAT for OOS is a 1300, so about a 29-30 on the ACT.

If you are a junior applying next year, you will need very strong extracurriculars and essays. You will also want to pull the ACT up to at least a 29 to have a good shot, and you need a class rank in the top 10%.

If you are a senior, then sorry, you have no chance. This year's OOS pool is going to be the toughest ever and you simply don't have the marks to get in at a school where the primary admission method is based on plugging your numbers into a formula. Should you somehow rank at the very top of your class, that could impact things a bit.

my school doenst rank and yes i am a junior. I have pretty strong extracurriculars.

Bring up your test scores. Bring up your GPA - since your school doesn't rank.

Right now, realistically speaking you're probably looking at a rejection.

You got a lot of work to do before applying this coming fall.
