Will having a 25 ACT cancel out a high 3.9 UW gpa when trying to get in Northwestern? I have a good list of e.c, will have a good essay, and good teacher recs.

Yes, that 25 ACT score will hurt your chances though it probably wouldn't "cancel them out" completely. However, you still have lots of time to improve it so don't lose hope yet.

try the SATs!

Yeah, try the SAT especially with the new essay (since you write well). Chances of admission to Northwestern with an ACT of between 23-28 are only 14% so retaking it is unlikely to get your score to 29 where it would make a difference. On the other hand, an SAT of above 1200 had an admit rate of above 20% especially if you could add some meaningful points with the essay.
