<p>You have pretty good chances to get into the university, since 1300 SAT is equivalent to 28-29 ACT that allows you not to worry about class rank.
Just apply ASAP; this year the university also has a record number of applicants. It takes more than 4 weeks for reviewing an application instead of two as it was not a long time ago.</p>
