My SATI score is 1940, which is obviously lower than my ACT score, relatively. Im wondering if i should report it? Some are saying the adcoms will just take the higher score, others are saying they'll be discouraged by the lower score. I talked to the Duke admissions officer and he said it wouldn't hurt to send both. Is that really true? All comments welcome!

TBH, your ACT score isn’t that much more impressive than your SAT. Both are rather unimpressive and California universities may frown down on the ACT (though I’m not completely confident if this is true at UCLA). Try raising your score to at least a 31 or 32 and don’t give up on the SAT either.

As of right now, you have a decent, but uncertain, shot at UCLA. Your primary weakness is coming from your standardized test scores.

I, personally, think you have a decent shot as well, but your test scores aren’t that bad. I had a 30 ACT and a 1990 SAT and am going to UCLA in the fall. However, I think my 4.0 unweighted GPA helped a lot. You have good SAT II scores as well. Just retake the SAT and I think you’ll be in a good range for acceptance.
