Change in citizenship after the deadline

Initially I planned to apply in 3 places only. (I am an international student so I really just had 3 dream unis and I though I’ll just focus on this else I am happy at my country).

I had applied to claim my US citizenship (by birth) last summer but the process has, due to unforeseen circumstances, dragged on well past the expected two months. I’ve reached the final stage now and I should have it by February 1 max. I recognized this could be a problem and messaged my three universities a month ago:

One replied: You will apply as international. Once your citizenship is granted we can change it in our system.
The other two went along these lines.

Lately, I have added two new universities to the list. One of them is CMellonU. They explicitly state on the CommonApp that financial support is not there for internationals, and you are required to tick the boxes accordingly. I can’t write myself as a US citizen as I am not one yet. But I cannot apply without financial aid. And I guess universities are on their winter break so they can’t reply right now, thus I don’t hold out hope that my emails will be replied back (I’ll try the phone at morning)

So what would be the best step here for me? I won’t mind not applying to CMU because the application fee is too much for me and I can’t see myself getting a waiver if I am ineligible for aid.

I’d just email them one you receive your citizenship. They probably don’t want people claiming that they will be US applicants when they will not for admission purposes, (I know you are different)
