<p>Not sure if that would work or not. But I think “deferring” would be a likely pitfall. If you were accepted as an out-of-state student, and then moved to NY just to establish residency for the following year, that probably won’t fly.</p>
<p>If you want to try it, I’d decline admission, move to NY do all that’s required, support yourself, register to vote, file taxes, get a NY driver’s license, etc. And then RE-APPLY as an in-state student for a later year. Not a deferral, a new application altogether.</p>
<p>You’ll need documentation of your income, and make sure your parents do not claim you as a dependent on their tax return due next month.</p>
<p>Still don’t know if it would work, but that would be a start. I’m not sure what you mean about ‘loans instead of financial aid’.</p>

<p>As long as you are financially dependent upon your parents you will not be considered in-state. </p>

<p>You cannot get student loans with out filing the FAFSA. In order to file the fafsa, you will need the financial information of your parent(s) since you do not meet the federal guidelines to be independent, so you are financially dependent on your parents.</p>
<p>In short, if you need financial aid then you will not be granted in-state residency.</p>
<p>Even if you don’t need financial aid…I think it’s highly unlikely that the SUNYs will grant you instate tuition if your PARENTS live in another state.</p>
