Changing between schools? Is this possible?

if I applied to USC Roski school of fine arts, would it be possible for me to transfer to the engineering school or something later on?

Bump... I am also interested in the process of switching majors

It would be possible, but not automatic or guaranteed. The engineering school is more difficult to transfer into than, say, the business school, or CLAS.

Wow, Roski -> Viterbi... talk about change of heart :D

Short answer is "yes", longer answer is "it depends". Transferring into highly competitive majors such as cinema production, journalism, etc depends on your academic standing as well as how far into the course of study you are. Transferring into others is a matter of filling out a form and meeting with an adviser. I am not sure how much attention Roski pays to the portfolio, but if it is a typical art school admissions (50% academics, 50% portfolio), you may find it difficult to switch to a major where the decision is entirely based on academics if your admissions decision hung was driven by the portfolio evaluation.

D applied and was admitted undecided in CAS, over senior year she ultimately decided that Annenberg is for her and transferred during orientation. She went to the office, filled out a form, a day later she was informed of the decision.

One major in the Cinema School that does not require a lengthy process is Honors Multimedia Scholarship. All you have to do is to take the first class and if you do well you are invited to the program.
