Changing college after orientation for entering freshman

Does anyone know if U of M allows changing college or dual enrollment in 2 colleges for entering freshman for Fall 2018?

After orientation, kid likes Carlson & CFANS (admitted to CFANS) but prefers to be in Carlson if only has 1 choice.

  1. Possible to petition for a college change from CFANS to Carlson?
  2. What would it take?
  3. Scholarship matching?
  4. Does U of M allow a freshman to be admitted and enrolled in 2 colleges concurrently? ==> Much better option

Any insight is greatly appreciated. Heard it is easier to get in Carlson than to transfer in later.
