I'm at the end of my sophmore year and I want to change my major from Advertising to Graphic Design. I never really had a serious interest in advertising until I started taking graphic design and and cartooning this year to fill in required credits (I'm on the creative track-for people who want to be a art director or copyrighter so we're allowed a few art classes).

The problem I found is that I would have to take 18-21 extra credits over the summer. I was wondering it if its worth it? It's about $88 per credit in my city community college which isn't bad, but I wasn't sure if I should go through with it?

I don’t know about where you are, but here you’re not even allowed to take that many credits in the summer [at least, I don’t think you are], nor would anyone really want to. Are the 18-21 credits needed to graduate on time or just to be able to take courses next semester?

If it’s the former, I would maybe only take half and then just take more throughout my junior year [or take the possibility of graduating a semester late]. If it’s the latter, well, if you don’t mind taking 18-21 credits over the summer then have at it. If this is absolutely what you want to do, then I don’t see any reason not to go through with it.
