changing major to Math/Econ

Hello,

I am biochemistry major at UCLA and transferred from CC last fall (2011 FALL). I am thinking to change my major as math/econ. I met a counselor at math department today and the counselor said it would be fine if I fulfill all major requirements for math/econ major. (But I think not 100% sure).

I still need to take Math 33A, Math 61, PIC 10A and Econ 11 for lower division. Fortunately, I tool 33B (Differential equation) In CC. The counselor said I have to take Math 33A, Econ 11 (both higher than C), Econ 101, 102 and Math 115A to apply switching major.
I am little confused about the requirements. DO I have to finish all lower division courses before I apply switching major? I think C++ will be hardest class for me; hence, taking the class will be saving my GPA.

Finally, the counselor said that policy of switching major changes every year. When she mentioned that I felt like there is no guarantee even thought I completed all requirements for applying math/econ major. I think I am going to apply changing major after winter 2012 quarter. What if they do not allow to change major, is there any options for me after that?

Thanks in advance!!
